Exploration Bug

Hi,
currently playing a German Grand Campaign 1850 and colonizing German Southwest Africa. I noticed that no matter in which adjacent region my exploration unit is placed a specific undiscovered black province (should be Windhoek which is the capital and therefore necessary for further colonization!) cannot be selected for exploration.
I think I already addressed that problem in 2011 or 2012 though I am not completely sure about that.
If there is no quick solution for this: do you know any workaround? Something like a console command to "autodiscover" specific provinces + tell me the province ID?
