TRandomBag.Add error

Far from a huge issue, but when the AI is processing in my game (Russia, 1909), for about 2/3rds of each time Prussia or China comes up for their AI processing, it stops with the popup:
TRandomBag.Add: Too much occurances ### (the number is greater than 256 with a lot of decimals) max allowed: 256
Sometimes I need to hit okay once, and sometimes its as many times as seven.
Just a pain in the neck, nothing huge on my end, but thought I'd report it.
