Punic Wars Roman Quinquirremes

The event for the found Punic Ship has fired but a turn as already passed and I still can't build quinquirremes? Is this normal and I am not supposed to get them yet or a bug?

You have to develop Ostia by Event to get them.

Ok thanks. I was already doing this but the tooltip could be more explicit.
