Praetor RAR File Wont Extract

Hey guys,
When I try to launch the extraction on the Praetor RAR file, it doesn't work. I get the message that the probable causes are corrupted file, password protection, or the file has multiple parts that need to be downloaded first. I downloaded three times, and each time the same error message. Any suggestions?
