Pompey activating the Eastern armies

In the Civil war of Pompey and Caesar, we are told that Pompey has a chance to activate some of the Eastern Nations armies by visiting them personally. I have sent Pompey to merge with all the locked armies, but no notification or acknowledgement of this, and no result. Is there a specific list of spaces he must enter should he choose to go east and make a world tour of potential allies?
