I was wondering, is there a way for an army to automatically follow a retreating army in another province? I would like to avoid the 'cat and mouse game', ie losing time chasing a defeated army, and aggressively attacking it until total destruction, what's the best way to achieve that? Is it a trait of the general, is making the stack at 'red' change something?

Yes there is a way to do this.
When you plot you move, drop your army on the enemy army. You will get a message that your army is targeting that enemy force instead of moving into the region.
So no trait, a move technique.
