Tried in both AJE and HAN exe, there is no area penalty (both CP and stats) for Hispanic world leader Indibilis. In AJE stock scenarios area penalties working fine.

Indeed several "secondary" leaders' penalties are not working.

This has been reported in beta and fixed, but only for next patch.

Also in BOR Pbem game senior leader in Agrigentum with 'Good population administrator' didn't increase Carthage loyalty. It was around %54-55 Roman mostly. Unfortunately couldn't look further as I changed the leader with 3 star Hamilcar via option.
