army movements so 'fluid'

I played AEJ-Birth of Rome for a while but became frustrated with one aspect so much that I've set it aside for awhile. It was the super-fluidity of enemy army movements through my armies. I would attempt to control an area of provinces with my army movements, attempting to force combat, block the enemy, etc.. I could bring the enemy to combat but it seemed like blocking their movements to provinces behind my armies was impossible.

Is there some combination of force makeup and/or stances that could lessen this fluidity of movement by the enemy?

High detect [= cavalry] to, well, detect the enemy.
High patrol [lots of guys] to make sure he has to fight you.
No "Passive" [green] posture, orange or red RoE.
