Hi,

My legions in BoR can't be counted on to build ballistae when sieging. In both 3rd Samnite War and Ager Gallicus scenarios so far, sometimes they build them immediately, sometimes they go many months without. I'm finding in lots of cases they never do, I either starve the defenders out or have to abandon.

I've seen reference to early issues with terrain in another thread, but that seems out of date (I'm playing 1.04) and irrelevant (I don't think the Italian cities I've sieged would have been affected). I've tried to isolate cohesion, activation, posture, pillage status, etc. as factors, but no clear pattern so far.

Is this WAD? Is there some way to predict or influence the behavior?

Yes, WAD. The late republic legions (AJE) build frequently ballistae, but early republic legions (BOR, HAN) have a low probability of building them (IIRC, around 15% per turn)
