Replacement Pool Screen Font Colours

Hi
On the replacement pool screen (F2)
Above the icon for each troop type there will sometimes be a number in black or red.
I have assumed that:
* black font means the number of elements lost and there are chits available to replace the elements
* red font means the number of elements lost and there are insufficient/no chits available to replace the elements
However, from time to time I have noticed black fonts with no chits available - could someone please confirm if my assumption is correct.
