How can I build castra (forts) ? The button is never active.....

Hold your mouse over the castrum RGD and press the "shift" key, it will tell you the conditions that need to be met in order to be able to build one. (Unit present, no city, etc, etc.)

I'm wrong, or there is also a button near the "postures" (assault mode....) ?
