Blockading troop movement over rivers and straits

I was trying use ships to block land troop movement between Asia and Greece at Byzantium and the bosphorus straits(?). According to the mouse-over, I needed 10 naval elements at each location. So I put in 10 naval warships and 10 transport ships in each location. According to mouse-over, the two locations were blockaded. I decided to test if the blockade was good and plotted an enemy leader and cavalry unit to cross through the blockade. They went right through the blockade.

So what am I doing wrong? I know in RUS naval blockade works, I can block land movement over rivers if I put the proper number of ships into a river section. Can I do that in AJE? Is a special stance required? I believe my ships had a defensive stance.

So am I wasting my time devoting 20 warships and 20 transports trying to prevent land troops from crossing from Greece into Asia?
