Resupply cities under siege

It proves to be pretty easy to resupply cities under siege.
Supply trains under evasive orders will generally succeed in entering and leaving cities under siege.
Even putting a cavalry unit in attack mode next to the siege force doesn't prevent this in general.
I wonder if this is really by design, because it hard enough to siege without siege engines, and when one can resupply the city, non-roman forces have virtually no chance of capturing cities.
