Try without the siege machines.

Your troops are probably making siege machines. Whenever a Roman Legion stops in a region with a hostile town, they instantly produce siege machines. The machines must be removed from the army to enable it to move during the next turn.

yes I know, but after one year the army didn't produce anything (BoR), and not all, it cannot move from the region ! I'm annoyed

The other possible explanation is ZOC and hidden units.

I tried your save.
Going back to September, you are besieging Faesalae with an army that spawned a Ballistae. If you detach the ballistae, the army can move normally.
In the current turn, you are besieging Volaterrae with the Pretor manus and with a second small force led by Consul Barbula. I can and did move bith these forces (none had a ballistae) away from the region.
I cannot see anything wrong in the behaviour of your saved game, sorry...
