Is it WAD that as Populares in Mari vs Sulla I cannot recruit extra legionary forces?

In Marius vs Sulla I can build new legions as Populares but my existing legions can't get reinforced due to me not being able to buy legion reinforcements (elements) in the f2 ledger. Is this intended? It feels kinda silly to build a new legion and not being able to recruit new legionary troop elements for my existing (and depleted) ones.

Noone? Building new legions from scratch but not being able to recruit legion elements to reinforce existing ones seems strange to me. Unless I'm missing something.

The Legatus is Populares (POP) but the rest of the legion is standard Rome (ROM) nationality.

Thanks. I know and have bought reinforcements for both POP and ROM. However when elements of the legion get destroyed they will not replenish. I have however noticed that the renewal of totally destroyed elements in a unit seems to be much slower than before. Even when inside friendly walls and fully supplied and staying there for several turns. Have I just been handed a bad hand by the gods of chance perhaps?

AFAIK the rule for hits/elements recovery has not change since AJE 1.00.

Don't forget if you are playing with hardened attrition "on" (Which should always be the case IMHO), then missing elements will only get replaced if in a region with a depot.
