The game display introductions to the two Punic Wars scenarios say 'that Carthage opportunities can better be taken in Africa against the Numidians'. However as long as I have been playing the First Punic War scenario all Numidian territories are prohibited or blocked. Does/can that change at some point due to some trigger?

Yes, at some point from March 257BC, there is a diplomatic option available about "Hanno pushes for War against Numidia", that will allow Carthage to declare war against them if chosen.
