Some questions please :

1) The message "20 units are affected by your unability to pay theirs upkeeps" does it means a loss in cohesion, in hits or what else ? And in what size ?

2) Is a fully supplied impedimenta with his elements almost completely depleted able to resupply my units as an impedimenta at full strenght ?

3) In my region i have a depot but the militar control is in favor of the enemy, can i receive anyway the replacements ?

1. I believe it is lost hits. It depends on how low your funds are.
2. The number of hits for a impedimenta doesn't matter for carrying capacity. You will be able to get the full supply amount from it.
3. I am not sure, it appeared in a game that I was playing that being under siege did not allow for replacement of missing elements, but then it appeared to. It may have been a lack of replacements on my part.
