I was wondering if it would be possible to produce new legions. I could not find legions in the unit list...

It depends on scenario.

Empire Era scenarios do not allow new legion recruitement.

You can definitely do so in the epic struggle between Caesar and Pompey

Is it possible to recruit new legions?
