Can I make a pursuing/interception order if my stack is in the same province as enemy

That is, if both my stack and the enemies stack are in the same province, can I order an interception? It seems i cannot, It seems as if I can only do so if my stack and the targeted enemy stack are not in the same province. I want to make a pursuit order because there is a chance that my stack will keep chasing and giving battle to the opposing stack. But if they are in the same province an automatic battle may happen and then I cannot pursue, I would have to guess what province the enemy stack is going to retreat to. It seems a little abusrd to allow pursuit if in different regions but not if both stacks are in the same one.
