Grain distribution and propaganda options give out loyalty increases as well as morale. Can you legally select them even if your morale is over the threshold, just to get the loyalty increases?

I can see this as a viable strategy if you are awash in cash with nothing to build.

IIRC, and in a word...no. These options will only work if NM is below the required threshold.
