What to do with Neutral Pirates sitting around my siege?

Sertorius is besieging Nova Carthago and there is an amry of Pirates rated Neutral just sitting in the region. Slaves I've seen and expect, but these Pirates are sitting there acting as innocent as the Swiss.
Yet I suspects they be up t'na good, argh - what can I do? Should I do?

if they are at war with your opponent, let them be, move along. they will sustain a siege for a time. the Ai falls out seldomly from besieged cities
if they are just landlocked and not at war with anyone (up to now), then you cant do anything. You cant drive them off, you cant fight them.
they disappear over time, or starve.

I really hate pirates, and I think we should be allowed to engage them or at least have some sort of way of getting rid of them. I remember seiging a city in Thessaly, and the Pirates snuck in and took it after I had done all the hard work. There was no way for me to take the city, because I wasn't allowed to fight the pirates.

I am playing Sertorius and have cleared the Sullans from Hispania. But half those pirates moved over to camp outside Osca - neutral. Don't know where the others went.

I think there is still an issue with pirates. In a Sertorius game (save files attached), the way from Massilia to Nicaea is hold by pirates with 100 % military control. There is no troop, but the provinces belong to them, and I can't cross their borders, they say they're neutral :
