Make a decision?
Or go there (to which cities then?) with an army and claim the legions?
Or something else? What then?

How should I do this in practical terms? (Currently playing as Vitellius and enjoy this game greatly.)

It is a Diplomatic option, but not available to VTL faction (designer decision)...
