I can't interact with the decision symbol on the map for Athenai.

I was messing around with decisions and had placed a Merchant decision there in my first game, in the 'Year of Four Emperors' scenario. I cannot get a tooltip and I can't rt-click it to remove it. It's located in the sea zone next to it but doesn't seem to have an active hotspot for me.

This is an engine limitation: you don't get tooltips if the sprite is outside the region on the map (which happens sometimes when regions are too small / too croweded). Here those are merchants from the Vitellius blue faction (AI)
