As the Reds, you can use a decision to call in troops from Central Asia, appearing in Orel. However, a significant part of these troops have the "will perform badly outside Central Asia"-marker. Is this WAD?

Non Russian (or Ukrainian) speaking troops were too sent to fight (very far from home) against anarchists, as Red army deserted when they understood they were fighting against allies. But I don't think this feature is ingame.
