Stalin spawns in Volzhskiy with 2 armored trains that can't go anywhere as Volzhskiy is not on a railroad.

Typcally a bug coming from a nice idea in the event (= check that Tzaritsyn is not ennemy) but which is not handled properly (the NotAdjacent condition is missing at the very least).

The event should have in fact a second set of triggers (like a list of alternative city sites), in case the city is enemy, so that Stalin and his armored trains go elsewhere (in a region with railroad) :cool:

Tzaritsyn was owned by Reds when the event fired.
