With Windows8.1, to have the good resolution you want and mouse working correctly,
you must add options in the game shortcut:
. compatibility with WindowsXP SP3
. remove scale ratio for big pictures
. run as administrator

With Windows10, it is the same,
else maybe we can replace WinXPcompatibility with Win8compatibility.
EDIT: Seems not, may be less stable than with XP option.
