I noticed that i was not able to use spec ops in Kouban, despite units being present.

I'm not sure i did not miss something (spec ops are still a bit obscure to me), but i still post the save.

Following turn has the same issue.

Kouban has a low loyalty and some S.O need a minimum value (and some a maximum value).

To be confirmed if this the problem.
