Kolchak's 2nd ability bugged

The game doesn't recognize the following line in Kolchak's .mdl:
Ability1 = $CiC_Corrupted_Administration
and therefore gives the error icon and the error text when looking at the abilities.

Edit: Actually, an image speaks better:
Later edit: Same Nov. 1918 scenario: P. Ivanov leads a White Siberian army called ... his name (not Ivanov's Army, just Ivanov). And it doesn't have any units - just him. I think that either his army should get a nice name, or it shouldn't be an army at all.
