I am wondering if RUS also includes the feature of the ACW games, where conscripts have a chance each turn to upgrade to line automatically. The chance can be affected by battle experience. Or do conscripts all need to be trained by officer units into regulars? Thanks.

IIRC, conscripts can upgrade to line by battle experience, if by chance they survive it.., but not by the turns (they were not so motivated as to train by themselves).
Of course they can be trained too, but the officers able to are not very numerous.
