Quick question. Does each region only have one city where a GHQ can be located? So if for example Moscow falls, can the Reds establish a new GHQ at some other city in the same region?

In the same region is really not safe, you must "move" far away the "capital", like to Samara (that's what Stalin anticipated in WW2):
In RUS you can't actually move the capital, but in some towns you can too both build factories and set a GHQ: Samara is, I think.

Oh, you mean each gubernia, or theater? However, see the pdf strategical map in Doc folder of the game:
you can here see the potential locations of GHQs (and factories..).
