Available after late November 1919 if the Reds control Moskva and the NW border towns, specifically Olonets, Petrograd, and Pskov. Playing the Reds against the AI I have been attempting to trigger this since late Nov until the present turn of late April/20, with no success. All the above are controlled and to make sure "border towns" might include Narva I occupied this as well. I don't control Pechory or Ostrov regions just west of Pskov and assumed this was not required as there are no towns there.
Polotsk, Mogilev, Vitebsk and Orsha all occupied as well.

Just this last turn I am notified I am now losing NM for not occupying Minsk as well which is what I wanted to avoid with all of the exertions this winter--the Polish invasion which is clearly imminent.

Any insight into whether this is a blown trigger or in fact works appreciated.

In the Option tool-tip, it is written :

This Option can be activated if, from late november 1919, the Reds control Moscow and
all the towns of the north-west border areas of Olonets, Petrograd and Pskov.

How does it look in your game ? Are all of this towns Reds controlled ?

You can send me your .../RUS/Saves/NAME_OF_YOUR_CAMPAIGN_GAME... repository if you want that i check it.

Thanks for that. I should have realized it although the tooltip note is rather cryptic, but the RR line to Murmansk has to be cleared (up to the off-map RR link). The two towns I neglected to occupy are Medvezhya Gora + Segezha.

While new at the long Campaign game, it seems to me that the Reds should either load things up in the NW and occupy Estonia & Latvia asap or else aim to get the Peace agreement signed in November/19. I'll go back from late May/20 to December/19 and do this over, clearing the RR line to Murmansk.

As a suggestion for a later patch it might be considered adding some towns on the Arkhangelsk line as requirements as well; e.g. Vologda, Cherepovets and Konocha.

I've run through the turns and occupied the missed towns. Trigger works as intended.

It should be clearer if the needed regions/towns are identified on the strategical map pdf file...
