I have 1.06a

It seems like the Baltic sea is impassible no matter what time, am I mistaken in this? It makes the southern whites in the grand campaign unable to move from north russia to petersburg, and it makes the Finland war have no access to those German reinforcements. I have browsed this forum for a few days before making the account to try to figure it out, and it seems this is solved in a community-designed patch called QF3?

Here is the page which describes QF3, but the download link is broken. Does anybody have access to this for me? I've played as Siberian White campaign now to enjoy the game without needing the Baltic sea, but it is nearing the end and I want to try the others!
