What is the effect of promising land(exactly or approximately, I know the loyalty increases but by how much?)?

A reform decision played with success in a regions gives you +40 loyalty there.

I don't want to doubt the master but are you sure? 
From my experience it takes an average of three reforms to take a region from 0% loyalty to 60%. This would mean that each reform provides roughly +20% loyalty in the area it affects.
