Hi !

I am trying RUS right now. I launched the the short Finnish campaign, and for a reason I can not explain, I can not turn all the little divisions on the map to corps.

What am I am missing ? I think I need a leader that is not commanding a division, but I would like a confirmation.

Have you army comaner near (I think up to 1/2 regions) ?

You need a 2-star non-brigaded non-locked commander in the radius of the army commander (click shift while having the army commander stack selected selected to see it) to create a corps.

In addition, a commander must be activated to form brigades. The Red leaders, with their pathetic strategic rating, rarely are.
