Is it possible to reinforce depleted Red Cossac units or the elite Latvians?
Even when I have enough replacements in reserve those two unit types stay depleted.
Is that a conscious design choice or a bug?

I dont know about red cossacks, but about latvians it was said that they will get reinforcements in next patch. There is the thread http://ageod-forum.com/showthread.php?t=19619
