Why is it that sometimes when a division is created the power is less than when it was a stack of separate units?

Yep wait a turn until the cost of creating the division has been paid. The division leaders stats will return to normal and you may even see a slight increase in the CV, now that the command penalties are less (usually, not always, it depends on how many units were formed up into a division).
