Recognize Independances Option

In 1919 the Southern White gets a new diplomatic option: Recognize Independances. I always wondered what do I get out of it? A 40 points NM hit is a huge price to pay for nothing.
I took a quick glance at the event script: as far as I can tell, this option achieves nothing. Parts of the scripting even seems incomplete.
So once again: what effects is this event supposed to have?
