In the rules it says that small forces evade better than large ones. Small is less than 4 units in the force and large are more than 9.
It means 1 leader and 3 regiments is not small ? Does the leader count as 1 unit for size purpose ?

Leader unit has no "weight". So you can exclude leaders.
