In the 1756-1764 campaign game as Prussia, I have noticed that while the Prussian, Hanover and British armies can built grenadier (elite) infantry depo battalions, there are no such options for the Brunswick and Hessian nationalities. Is this working as designed? It seems strange that the elite troops from these would wither without ability to replace them.

IIRC you can build these, you just have to get a little further into the campaign before they appear in the buildable list.
