In my current PBEM game, Apraxin, the Russian general, was replaced from command and arrested in 1758 for failing to capture "all East Prussia" citing the event's text.

That was what happend historically, but in my game he took both Memel and Koenigsberg, the two major towns in the region (if i'm not mistaken).

Is it still correct that Apraxin got arrested? Not that i mind thant, since his replacement it's quite better, but still the event seems odd.

Prussia still have some military control in some provinces but, as i said, i took both towns in East Prussia...does Apraxin needs to take EVERY provinces to avoid arrest? Or he's removed anyway, no matter what he do?

To avoid arrest, Russians [actually, the Austrian Coalition] starting November 20, 1757 must capture and hold until end of 1757 [Region names]:

Koenigsburg, Colberb, Kustrin, Frankfurt, Stettin and Schwedt
[you can use <ctrl>F to locate these regions on map]

Missing any one will result in 35% chance of Arrest.

Key is to hold also, as letting Prussia recapture during that timeframe will allow the probabliity check again...
