And I could not figure this out. I have the general at the right rank but sometimes it will not let me make a corp because it says I don't have the required army HQ or something like that.

Maybe it is when I actually try to make an army.

But, sometimes I try to make a corps and the book says you can make corps at will if you are in an army radius. I feel that I am and it won't let me make corps sometime.

I noticed that the general cant command (be merged with) a brigade in order to command a corps. This is a bit strange, as you have several generals commanding both a brigade and having a corps command at start of the game (Wilhelm for example. It might be that the corps is creeted using another **general, but wilhelm being the senior, his name is applied).

Try it out: when the corps creating does not work, dissolve the brigade the ** general is commanding. In my case I could make a corps after that. Reassembling the brigade dissolved the corps.

Yes, sometimes that worked and sometimes that didn't. Doing that was covered in the tutorial in AACW and I remembered it from that. ut sometimes even that doesn't work. I do remember it did happen when trying to create an army at one point.

I wanted an army organization for the forces that would be facing Russia but the guy up there being promoted would have made another general mad. So, I sent the other general up there to get him to be the army commander and by the time he got there they told me he couldn't make an army.

Maybe you reached the maximum limit of armies for that country? I believe the max for Prussia is 3...

The maximum for Prussia is newly defined. Take a look inside the faction files.
I think Prussia could get at least four armies, but you will be able to define more armies by modding the faction file.
