I havent had a chance to play more than 3 turns so all AI armies are still locked. Once they are unlocked, can I control them? for example, as Prussia, do I have control over the armies in Hannover and Hesse once they unlock?

Yes, you do..

One should note that those aren't "AI armies", rather they are the armies of your allies, which you control exactly the same way you'd control your own troops. To be even more exact, you play one of the two factions of this war, not just Prussia or Austria...
