Missing diplomacy?

Playing as USA 1858 and I have no commercial agreement or state visit options for any country. Is my game broken or WAD?

Probably you have exhausted all your current options and need to wait for a recharge.

I've been over 14 diplomats and even at 20 diplomats for couple of years.

I mean limits on number of commercial agreements and state visit cards. While seemingly these feel unlimited, there is a limit on how many you can do within a period of time.

This has been going on for 3+ years now. I even cancelled a commercial agreement and that didn't change anything. No ability for state visits or commercial agreements.

Lincoln is now president in 1861 and I have state visits again. But no commercial agreements. Lincolns stats are 7 3 5. Could it be that the previous president Buchanan's stats that affected my diplomacy actions? I think he was 5 2 ? ..
