Missions and Decisions Missing?

So I am playing as Prussia in the latest patch 1.4.05 or something like that.
I always remembered over the last several patches that Prussia got two missions... largest army in Europe and production of chemicals.
Looking at the F1 Screen I don't have any decisions to say call out the troops and suppress dissent or improve the educational system.
Was this intentional?
