Is there a way to build additional railroad "pool" points?

My rail line is developing nicely however I don't have enough pool or transport point to move much military units.

Not sure what the exact formula is, but I believe the more provinces with rail the larger your pool grows. Problem is railed provinces need to burn coal every single turn, so you need your coal industry to keep pace with your rail expansion.

I guess it's possible later arriving techs increase the size of the pool as well, but that's just speculation on my part, I've never taken notice of this possibility, but it makes sense tech would increase it eventually.

As above rail capacity comes from number of provinces with rails and the technology of those rails. The key is when you can shift to dual track once you have that technology unlocked.

With Russia I found the Moscow-St Petersburg rail (when it completes in 1851) gives you about the capacity to move a division. Once you double that, you'll get a corps and so on.

Yes, it seems with Russia 1853 I can move about a Divisions' worth by rail.
