education percentage

First and foremost, thank you for this update. Question, I am playing as France and noticed all regions education at 99%. How will this impact play? Thanks
if i recall - its good and bad. The good is it postively affects your research speed and adds to the chances that the social mix in a province will change (more middle classes etc = more consumption = more PC derived from production). But it also means that militancy can rise (or the effect worsen).
So a highly educated, unhappy province can be a real problem in terms of contentment.
