ownership of provinces

Just wondering if anybody has any idea for this?
With France i'd declared war against Tunisia, conquered all of the provinces, any suddenly a massage came that the war is expired...
all of the conquered provinces goes back to Tunisia... strange but the problem is not with this.
It's that an event happened and i've got Tunisia, all of the provinces except Tunis is under my militry control, in Tunis the town and
the facilities are french or italian, but the military control is tunisian, and it's not changed if i station some of my troops there.
There's no province under Tunisian flag, just one army in Tunis, and the relations are neutral.
Any peacfull solution for this?
I'm just trying to declare war against them (Tunisia is in the diplomatic window still), and destroy that single army, maybe this will resolve it.

The second question is if i declare war against a tribal statr in Africa, and i conquer all of it's provinces and only
some armies present from their side, why can't i choose any options in the offer pece tab? If i do, the conquered provinces
goes back to it's previous owner.

to answer your second question.

Dealing with tribal states is tricky. If you occupy any of their provinces and relations are low (I think under 10 but am guessing) you will face constant revolts - you can't as such make peace.

The solution is to hold all the provinces, push up military and colonial control till you can start to play the colonial cards and commence the process of conversion towards a colony. I reckoned it would take about 10 years to push up loyalty and control to the point where revolts died away.

A potential problem is that another European power also holds some provinces you would need for the colony - I've found this late war in West Africa quite a lot. In that case concentrate on loyalty and colonial penetration in your sector - you will probably need to go to war with your rival if you want to complete the colony.

It's now two years and i can't conquer Cote d'ivoire and Guinea, three of my specialized colonial divisions(in each two african colonial brigades, one mixed expedition and one expedition brigades, one train column) can' handle the situation there, i have to move two regular corps in, but still
struggling with the natives. Meanwhile in Indochina the 'yellow' guys start to make some show, and in Tunisia the ongoing sh.t happens...
The colonial ministry goes really busy now.
