disabled abilities ?

Austria, January 1850.

Does this tooltip mean that this special ability is disabled ?

If it is so, why is it disabled ? Does it get enabled at a later date ? Can it be enabled by hand (changing a file) ?

All the other current special abilities of my generals don't have this "Disabled" note.

Not 100% certain but I think some abilities are disabled when the leader is inactive . I don't know the complete list but I have seen cavalry and artillery abilities temporarily disabled on inactive leaders.

That's it, thanks !

I checked it, count Gyulai is active this turn, and the ability no longer bears the "Disabled" mark.

However, contrary to the belief of the last line of the tooltip, this is true only if Gyulay is leading a stack. If I attach him to another stack led by another general, the ability immediately turns back to "Disabled".
