population growth rate parameters

Is there anyway to adjust the population growth rate parameters? I can do individual region adjustments to populations by event but would like to reduce the percentage increases instead. Trying to lower the work force.

I have to ask, why?
Personally in my current game I am cursing the Prussians to breed faster so I can sell more goods to my domestic market, and therefore get more state revenue so I can go out and get more goods for the domestic market...
My Suggestion though:
Most of the techs push population growth along this line. Maybe take a look at a few techs that do this and write an event based on that?

I am at 1905 in my 1850 campaign game. Using the F6 screen gives the total work force population(in thousands) by region. Using Belgium as an example, my game work force population is approx. 112,000,000 (converted the total of 112,000 per F6). Actual Belgian population for 1905 is around 7 million.

I'm not sure that the growth rate is the sole cause. Could be starting numbers are off. I looked at the Prussian region of Thueringen mid 1850 and it shows a work force of 4.2 million.

As you suggested, the techs effect growth rate so there may not be a single growth rate parameter, but a combination of factors.
