Can you release a nation like in the paradox games?

You can create dominions. Not sure if that is exactly the same as a puppet.

as part of a military victory you can make another power release a nation .. good fun way to wreck your rivals. You can't do so voluntarily (but remember that world conquest as in V II is just not feasible in PoN). If I recall, Australia and Canada are created by special event - certainly Australia is

A quick question about this... Does this mean that you can force countries to liberate a Taiping puppet after the loyalty bug kicks off?

I think so, the possibilities are fairly wide and defined in the game database. I recall making GB give up Scotland, Spain lost Catalonia and I took several chunks out of Austria-Hungary. Easiest way to test is to declare war on China and then offer a peace - see what the available options are.
